High-tech tools will help track sex offenders. The state will implement global positioning satellites, or GPS, to monitor sex offenders` whereabouts. GPS can track the exact location of an offender at all times, making it easier for law enforcement to ensure that they`re abiding by the terms of their release. Authorities say GPS monitoring costs about $9 a day per offender. Carrying a concealed handgun is approved by the Kansas Senate. Under the Personal and Family Protection Act, the Kansas attorney general will begin issuing four-year licenses to those who qualify to carry. Child safety gets a boost today. A new law requires children aged 4 through 7 to ride in booster seats. That`s because authorities say research shows that seat belts made for adults don`t properly protect young kids in crashes. Didn`t finish your wine at dinner? Take home a "wine doggy bag." Effective today, Kansas restaurant patrons are now allowed to carry home unfinished bottles of wine in special, tamper-proof bags., which will not be considered an open container by law. Restaureteurs hope the doggy bag will promote responsible alcohol consumption.
